Organization
The Northeast Ohio Areawide Coordinating Agency (NOACA) is a regional government planning agency. As the area's Metropolitan Planning Organization (MPO) and Areawide Water Quality Management Agency, NOACA conducts transportation and environmental planning for a five-county region that is home to 2.1 million people and includes the counties of Cuyahoga, Geauga, Lake, Lorain and Medina. NOACA's staffing level is currently budgeted at a maximum of 47 full-time equivalent (FTE) positions.
Position Summary
The Associate Director of Human Resources provides strategic leadership and administration of NOACA’s human resource functions including but not limited to: administration of policies and procedures; recruitment and retention; classification and compensation; organizational culture and development; performance management; employee development and training; employee benefits and wellness; and employee relations. The Position is responsible for implementing the organization’s personnel policies, procedures and practices in a manner that is fair, equitable and consistent with NOACA’s core values, and for ensuring that the organization is compliant with current labor laws and regulations. The Associate Director of Human Resources reports to the agency’s Executive Director and CEO and serves as a member of the agency’s Senior Management Team (SMT).
Duties and Responsibilities
Technical
- Develops, recommends, administers, and communicates policies and procedures to guide all phases of NOACA’s human resource activities
- Coordinates and implements a planning process that evaluates organizational structure, job design, succession planning, and staffing for the organization
- Collaborates with the Senior Management Team (SMT) to understand and implement division-specific goals and strategy related to staffing, recruitment, and retention
- Develops and administers recruitment and staffing methods and procedures to attract and retain top talent so that NOACA is an “employer of choice” for applicants and staff
- Conducts onboarding and organizational orientation for newly hired employees
- Maintains and implements NOACA’s employee Compensation Plan and related policies and procedures, including promotions
- Administers the agency’s benefit and other long-term incentive programs
- Coordinates delivery of agency-wide compliance trainings on topics such as Ohio ethics laws, Ohio sunshine laws, and workplace harassment prevention
- Processes and administers employee requests for Family Medical Leave Act (FMLA) leave and Americans with Disability Act (ADA) accommodations
- Administers NOACA’s annual performance evaluation process
- Supports and coordinates with supervisors in developing annual individual workplans to ensure that objectives and measurement standards are specific, measurable, achievable, relevant and time delineated
- Supports supervisors and employees in developing training and coaching programs to ensure competence and provide opportunities for professional growth
- Coordinates programs and activities that support positive employee morale
- Coordinates programs and activities that support occupational health and wellness
- Administers employee disciplinary matters
- Coordinates development of and collaborates with supervisor on administration of employee performance improvement plans (PIP)
- Processes employee disputes and complaints
- Ensures NOACA employment policies, procedures, and practices are compliant with applicable Board policy, and with state and federal labor laws and reporting requirements
General
- Supports and leads implementation of the human resources components of NOACA’s Internal Strategic Plan
- Maintains knowledge on industry trends, best practices, and regulatory changes in areas such as talent management, HR technologies, and employment law
- Manages and utilizes technology resources that support efficient and accurate tracking and processing of human resource functions, and which maintain the integrity and accuracy of data
- Manages the portion of the agency budget that supports human resource activities
- Collaborates with Executive Director and Finance Director in managing agency’s personnel budget
- Coordinates with Finance Division staff as needed on payroll, benefits, and other financial incentive programs
- Works with Executive Director and attorney on employment-related legal matters
- Maintains data on trends including, but not limited to: salary, tenure, turnover, training, and other employment-related matters
- Manages vendors hired to provide services on human resources-related projects and ongoing programs
- Represents NOACA at local, regional, state, and federal human resource-related associations, organizations, and activities
- Works on special projects, as required
- Performs other duties, as assigned
Minimum Credentials and Experience
- Bachelor’s degree in human resources, business administration, labor relations, organizational development, or a related field. Master’s degree preferred.
- Society of Human Resources Management certification as a Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP) preferred
- At least 10 years of experience in the field of human resources, with at least 5 of those years in a senior position that involves supervising, managing, or leading people, programs, and processes. Master’s Degree may be substituted for 1 year of experience
- Experience in public sector organization preferred
- Must be legally authorized to work in the United States
Knowledge, Skills, and Abilities
- Direct experience with the activities described under the job duties of this position description

- Experience developing and executing program and project plans
- Excellent written and verbal communication skills
- Proficiency with human resource information system (HRIS) applications
- Proficiency with Microsoft Office applications including Word, Excel, PowerPoint, and Outlook
Compensation & Benefits
- Salary minimum $99,562.23 to commensurate with experience, education and certification
