The Northeast Ohio Areawide Coordinating Agency (NOACA) is a regional planning agency serving greater Cleveland. As the region's Metropolitan Planning Organization and Areawide Water Quality Management Agency, NOACA conducts transportation and environmental planning for a five-county region that is home to 2.1 million people and includes the counties of Cuyahoga, Geauga, Lake, Lorain and Medina.

This position involves learning and applying basic planning skills to assigned tasks, under direct supervision, in an office
environment. This is an entry level year long position that will work 20 hours per week. The intern is responsible for learning the skills needed to perform assigned tasks and assisting other staff members. The position will work on water quality or environmental planning efforts, as assigned at the time of hire, in furtherance of the mission of the Northeast Ohio Areawide Coordinating Agency (NOACA) as an Areawide Water Quality Management Agency (Areawide) or Metropolitan Planning Organization (MPO).

  • Performs research, planning, evaluation, and report-writing as directed on one or more assigned tasks
  • Utilizes computer skills (Microsoft Office applications including Outlook, Word and Excel, Adobe and ESRI ArcGIS Pro)
  • Possesses basic knowledge regarding water quality issues in Northeast Ohio
  • Acquires basic understanding of areawide water quality management planning and federal and state procedures
  • Completes assigned tasks in the areas of wastewater, stormwater, drinking water and watershed planning
  • Under direct supervision, supports the maintenance and implementation of NOACA’s Clean Water 2020
    (208) Plan.
  • Works closely with NOACA’s Water Quality staff to review and report on Ohio EPA issuances of permits and
    public notices
  • Works closely with NOACA’s Water Quality staff to review Permits-to-Install (PTIs) and other wastewater system
    applications to ensure consistency with the Clean Water 2020 (208) Plan, as required by the federal Clean Water Act
  • Works closely with NOACA’s Water Quality Staff to use ESRI ArcGIS Pro to edit and update maps with various
    geoprocessing tools(Edit Veritices, Align Features, Merge, Dissolve, Clip, Buffer, etc.)
  • Shows development of more advanced capabilities to research, plan, evaluate, and report.

MINIMUM QUALIFICATIONS:

  • Pursuit or completion of a bachelor’s degree (Junior or Senior status required) or master’s degree in urban planning, environmental science, transportation, engineering, environmental engineering, public administration or relevant field
  • Intermediate experience with Microsoft Office applications
  • Ability to learn and apply position-specific technical applications
  • Basic experience with GIS application preferred; advanced experience is advantageous
  • Strong research skills

  • Strong organizational skills
  • Must be legally authorized to work in the United States
